Rule 55
Provisions related to promotion complaints
: (1) Armed police personnel who are not satisfied with the promotion recommendations made by the promotion committee as follows may submit a complaint to the following committee within seven days from the date of publication of the promotion list:- Cr. (2) If a complaint is received according to sub-rule (1), the relevant complaint hearing committee shall attach a copy of the complaint and send it in writing to the secretariat of the concerned promotion committee to send a response and related documents on the day after the expiry of the complaint deadline. If it is written in such a way, the secretariat of the concerned promotion committee should send the document with response to the complaint hearing committee within three days.
(3) Fifteen days from the date of expiry of the complaint filed under sub-rule (1).The place will have to be settled.
(4) The work of the Secretariat of the Committee for Hearing Complaints on Promotion as per Clause (a) and (b) of Rule 39 shall be done by the Public Service Commission, the work of the Secretariat of the Committee for Hearing Complaints on Promotion as per Clause (c) shall be done by the Ministry and Clauses (d), (e) and (f) The head office will do the work of the secretariat of the committee that hears the promotion complaints.
(5) The committee hearing the complaint on promotion, if the promotion committee is required to disclose any reason, if it is not disclosed, it may send a written notice specifying the period for disclosure.
(6) If it is found that the promotion committee has made an error in the evaluation by not giving marks that a candidate should get or by giving marks that the candidate does not get, and if it is found that the recommendation of the promotion committee needs to be modified based on that error, the promotion complaint committee shall amend such recommendation and send it to the promotion committee and the promotion committee will hear the promotion complaint. A recommendation for appointment should be made in writing from the committee.
(7) If the promotion complaint given by a candidate is found to be false, two marks will be deducted for the first time and three marks for more than one time in the next year's performance evaluation.

(4) The work of the Secretariat of the Committee for Hearing Complaints on Promotion as per Clause (a) and (b) of Rule 39 shall be done by the Public Service Commission, the work of the Secretariat of the Committee for Hearing Complaints on Promotion as per Clause (c) shall be done by the Ministry and Clauses (d), (e) and (f) The head office will do the work of the secretariat of the committee that hears the promotion complaints.
(5) The committee hearing the complaint on promotion, if the promotion committee is required to disclose any reason, if it is not disclosed, it may send a written notice specifying the period for disclosure.
(6) If it is found that the promotion committee has made an error in the evaluation by not giving marks that a candidate should get or by giving marks that the candidate does not get, and if it is found that the recommendation of the promotion committee needs to be modified based on that error, the promotion complaint committee shall amend such recommendation and send it to the promotion committee and the promotion committee will hear the promotion complaint. A recommendation for appointment should be made in writing from the committee.
(7) If the promotion complaint given by a candidate is found to be false, two marks will be deducted for the first time and three marks for more than one time in the next year's performance evaluation.
